I created a document that includes <!--TOC max2-->, which I exported to HTML and then uploaded to a website. This workflow used to work, but the last time it didn't, because the internal links in the ToC stopped working, because the relative url path was changed due to the following string being added in the export process:
<base href="/Users/myusername/path-to-file">

I had to manually remove this line, to make it work again. Perhaps this should be removed or be an optional thing? When you export to an HTML file, often users may want to host it somehwere.
