link headers back to TOC

can I link headers back to the respective TOC line in exporting as html or pdf? Found how to make the TOC work for pdf via wkhtlmltopdf. newbie. thanks!

   Not to individual lines, but you could create insert an anchor before
   the TOC. If wkhtmltopdf's links work in the TOC, then any links back to
   that anchor should work as well. Just insert something like this into
   your document:

   <a id="toc">

   Then you can use links like this:

   [text to link](#toc)
