Any digit that starts a line is interpreted as a numeric list, and numeric lists always start at 1. A list is ended by a block level element, in this case a paragraph. So every time you have a paragraph after a list item, it's starting a new list. To prevent this, indent your paragraphs 4 spaces or 1 tab to have them included in their parent list item.

Alternatively, if you're using these numbered lines as headings, either make them headings by adding #s before them, or put a backslash before the number to preserve it and not have it interpreted as a list item.
