Different behavior in preview and pdf exporting

On toggle on replace horizontal rules with page breaks there's different behavior in preview and pdf exporting on the file beyond.
Also there's Outline - Decimal option toggled on.

So in marked preview there's correct decimal outlining, but in exporting the outlining starts from the beginning after every horizontal rule.

    There has been some strange behavior related to all outline export functions that I'm currently looking into. I don't have a resolution as of right now, but it's the current item on my debugging list.
